It is caused by the Adaptive Brightness setting which must have been turned off previously and seems a little over zealous.

Now that I installed windows 10, it’s done it again; however, when I try to install a previous graphics driver, it does not fix it as it did the last time.
I have reinstalled Windows 10 and it fixed it for about a couple days and now it’s dim again. It’s definitely a problem with the graphics driver not being compatible. Hopefully they update the drivers for Windows 10 soon!
