It is my understanding that for use with Windows 7a driver download will be necessary unlike Windows 10, which natively supports the controller without the need to install drivers.

However, as suggestion, you may use Wi-Fi connection if you use one or you can also use hot-spot from a mobile device. If you are still unable to get the driver, I would recommend posting your query in Xbox Support.
